On October 23, 2026, Hanoi City Police and Airports Corporation of Vietnam – JSC (ACV) held a conference at Noi Bai International Airport to review three years of implementing Coordination Agreement No. 01/QCPH/CAHN-TCTCHKVN, dated December 12, 2022, and sign a new agreement on aviation safety, airport operations, fire prevention and fighting, search and rescue, and airport emergency response at Noi Bai International Airport.
The conference was co-chaired by Colonel Nguyen Tien Dat, Deputy Director of Hanoi City Police, and Mr. To Tu Ha, Deputy General Director of ACV.

The event was attended by representatives from the Internal Security Department (A02) under the Ministry of Public Security; relevant divisions of Hanoi City Police; Noi Bai International Airport Border Gate Police; the Northern Airports Authority; local authorities; military, customs and air traffic management units; as well as senior representatives of ACV, Noi Bai International Airport and its affiliated units.

Over the past three years of implementing Coordination Agreement No. 01/QCPH/CAHN-TCTCHKVN, dated December 12, 2022, Hanoi City Police and ACV have maintained close cooperation in ensuring security and public order, operational safety, fire prevention and fighting, search and rescue, and airport emergency response at Noi Bai International Airport.
Throughout the implementation period, both parties have actively coordinated in maintaining security and public order, managing traffic, addressing emerging incidents, ensuring safe airport operations and supporting important national and political events. These efforts have contributed to maintaining generally safe, stable and uninterrupted operations at Noi Bai International Airport.

At the conference, delegates reviewed a report summarising the three-year implementation of the Coordination Agreement between Hanoi City Police and ACV. Presentations were also delivered by the Noi Bai International Airport Police Station on coordination in maintaining security and public order within the airport area, and by Noi Bai International Airport on cooperation in fire prevention and fighting, search and rescue, and airport emergency response.
The reports and presentations highlighted key achievements while identifying areas for further improvement to strengthen coordination in the coming period.

Speaking at the conference, Mr. To Tu Ha, Deputy General Director of ACV, emphasised Noi Bai International Airport's important role as a major international aviation gateway serving Hanoi and northern Vietnam, as well as its responsibility in supporting political, diplomatic, national defence and security missions.
During the first nine months of 2026, Noi Bai International Airport handled more than 172,000 aircraft movements, approximately 28.2 million passengers, and over 856,000 tonnes of cargo, mail and parcels. The airport was connected to more than 90 destinations through the operations of 62 airlines. Notably, it safely handled 184 special flights and 1,571 priority flights.
According to Mr. To Tu Ha, the increasing scale and pace of airport operations at Noi Bai have placed growing demands on aviation security and safety, requiring closer, more coordinated and effective cooperation among relevant authorities and operational units.
Building on the achievements of the past three years and in response to evolving operational requirements, Hanoi City Police and ACV agreed to develop a new Coordination Agreement covering aviation safety, airport operations, fire prevention and fighting, search and rescue, and airport emergency response at Noi Bai International Airport.
The new agreement was developed in accordance with current legal regulations, with input from relevant authorities and organisations, to ensure consistency with the respective functions, responsibilities, authority and operational conditions of both parties.

At the conference, Colonel Nguyen Tien Dat, Deputy Director of Hanoi City Police, and Mr. To Tu Ha, Deputy General Director of ACV, officially signed the new Coordination Agreement on behalf of their respective organisations.

As part of the conference, Hanoi City Police and ACV also presented commendations to outstanding individuals and teams in recognition of their achievements in implementing the Coordination Agreement between the two organisations.
Looking ahead, the relevant units will focus on effectively communicating and implementing the new agreement; reviewing and improving fire prevention and fighting, search and rescue, and aviation emergency response plans; strengthening training and emergency drills; and proactively identifying and mitigating risks to operational safety.
Further priorities include enhancing personnel capabilities, modernising equipment and maintaining close coordination with Hanoi City Police and other relevant authorities to ensure timely and effective responses to emerging situations.
The signing of the new Coordination Agreement further reaffirms the strong partnership between Hanoi City Police and ACV, providing a foundation for both organisations to build on their achievements and enhance coordination in the next phase.
With the shared objective of ensuring security and safety while maintaining stable and uninterrupted airport operations, the new agreement is expected to further improve the quality and effectiveness of airport management and operations at Noi Bai International Airport, meeting the evolving development requirements of Hanoi's key aviation gateway.
